Welcoming David J. Schofield, Jr., and Timothy M. Westmoreland to The Greenwall Foundation’s Board of Directors

The Greenwall Foundation is pleased to announce David J. Schofield, Jr., CFA, and Timothy M. Westmoreland, JD, as the newest members of its Board of Directors.

Mr. Schofield is founder and CIO of Arrowwood Advisors, LLC. A longtime institutional investor, Mr. Schofield has worked mostly in the endowment and foundation world, vetting and selecting investment managers and building global, multi-class portfolios. He was responsible for investing $2.5 billion in non-US equity markets while at the Commonfund, then spent seven years at the Brown University endowment office. He then moved to the commercial side, working as the OCIO at Hall Capital in San Francisco for institutional clients, responsible for about $4 billion in assets. Most recently, he helped launch and build the endowment office and portfolio at the University of California, San Francisco. He founded Arrowwood Advisors in 2023.

Prof. Westmoreland is Professor Emeritus at the Georgetown University Law Center, where he has taught since 2001 on health law, federal budgets, and legislation. He has worked extensively on public health and health finance policy, serving as Counsel to the Subcommittee on Health and the Environment in the U.S. House of Representatives and later as the Director of the Medicaid Program at the U.S. Department of Health and Human Services. Outside of government, he served as counsel to the Advisory Committee on Tobacco Policy and Public Health and as an advisor to both the Henry J. Kaiser Family Foundation and the Elizabeth Glaser Pediatric AIDS Foundation. He has been the recipient of a Robert Wood Johnson Foundation Investigator in Health Policy Award, working on budget process and health policy.
